Help & legal

Here you can read how to create the label and the transparency notice for your political ad, what you receive afterwards and which rules apply.

Note on the free trial: You can test sponsio free of charge for 30 days. Please still enter your real details. The pages it creates are publicly accessible. What is still missing in the test phase is listed under the frequently asked questions.

In brief

  • LabelThe short notice on the ad itself, for example on the poster. It says that this is a political ad, names the sponsor and leads to the transparency notice via QR code or link.
  • Transparency noticeA separate web page with the details of the ad: who is behind it, who pays for it, what it costs, where the money comes from, which election it relates to and whether targeting was used.

How it works in four steps

  1. Enter your details

On the “New ad” page you complete the form card by card: “Sponsor / commissioning party”, “Link to an election or referendum” (including legislative and regulatory initiatives), “Funding”, “Targeting”, “Advertisement, channel & period”, “Ad creative” and “Notification & confirmation”. Mandatory fields are marked with an asterisk (*). Fields that are only needed in certain cases expand when required. With “Save as draft” you can carry on later.

  2. Generate notice

With “Generate notice” the tool creates the transparency notice from your details. Before that, you confirm that the details are complete and correct and that you will keep them up to date. Caution: Clicking publishes the page immediately. We do not check the details beforehand, and you cannot change them yourself afterwards. So check everything before you click.

  3. Receive the result

Right after the click you see a confirmation with the link to the transparency notice, the QR code and buttons for downloading. You will find the label images and the label text on the notice page. We also send the link, QR code, label text and images by email to the address you entered under “Email address for link and QR code”.

  4. Attach the label

Place one of the label images on your ad or poster, for example the strip along the bottom edge. It contains the label text, the QR code and the short link to the transparency notice. Anyone who scans the code lands there directly. The label must be clearly visible and easy to read.

What you receive

  • Transparency noticeA separate, publicly accessible page with the information required under Art. 12 of the Regulation. It has a fixed address and a short link (a short web address that redirects to the notice). Search engines are currently not meant to index the page; you reach it via the link or the QR code. In the test environment there is no guarantee that it will be kept.
  • QR codeAs a PNG file of 2000 × 2000 pixels, black on white (button “QR code 2000 × 2000 px” on the notice page and in the email attachment). For print, use this file or the SVG file, which can be enlarged without loss of quality. The smaller “QR code as PNG” is intended for screen use only. The QR code leads to the transparency notice via the short link.
  • Label imagesThe “strip” is intended for the bottom edge of posters (PNG, 8000 pixels wide) and comes in four variants: light, dark, and transparent with white or with black text. There is also a “compact” card for flyers, ads and social media (PNG, 3000 pixels wide) in light and dark. Every image shows “Political advertisement”, the sponsor, the reference to the transparency notice with QR code and short link, and the details of the person responsible under German press law (V.i.S.d.P.). The QR code always sits on a white area, so it stays readable on any background.
  • Label textThe text of the label, to copy and as a text file, in case you want to place it in your own layouts.
  • Machine-readable versionThe details of the transparency notice as a file that computer programs can read automatically (JSON format). You retrieve it via the “Retrieve as JSON” link on the notice page. The structure is provisional and not designed for upload to the European repository.
  • EmailA message to the address from the field “Email address for link and QR code” with the link, QR code, label text and the images as attachments. The machine-readable version is not included.

Tip on choosing an image: Use “light” for light designs and “dark” for dark designs. Place the transparent variants only on calm areas with strong contrast, as the text is otherwise hard to read. The QR code always sits on a white area. On posters and printed matter, the label should sit in one continuous block. Test the QR code with several phones before printing and agree the print data with your printer.

Frequently asked questions: basics

For political advertising within the meaning of Regulation (EU) 2024/900. This is a message that is normally prepared, placed, promoted, published, delivered or disseminated for remuneration, through in-house activities or as part of a political advertising campaign, either

(a) by, for or on behalf of a political actor, for example a party, a candidate, a member of parliament or a member of a government, unless it is of a purely private or purely commercial nature, or

(b) if it is liable and designed to influence the outcome of an election or referendum, voting behaviour or a legislative or regulatory process (Art. 3, point 2).

The rules apply to all media, so to online ads as well as to posters, flyers and other advertising materials. These do not include, among other things, official messages that relate exclusively to the organisation of and participation in elections or referendums, public information provided by authorities as long as it is not intended to influence the outcome, and the free presentation of candidates provided for by law. If in doubt, have a lawyer check the classification.

The label is the notice you place on the ad. It must be clear, salient and unambiguous and remain clearly visible even when the ad is further disseminated (Art. 11).

It always contains: 1. a statement that it is a political ad, 2. the name of the sponsor and 3. an indication of where the transparency notice can be retrieved (link or QR code). Depending on the case, the following are added: 4. the entity ultimately controlling the sponsor, 5. the election, referendum or legislative or regulatory process the ad is linked to, and 6. a statement that targeting or ad-delivery techniques based on personal data were used.

The label images of this tool contain this information, as far as you entered it in the form, and the QR code for the transparency notice.

You are the sponsor if the ad is created, placed or disseminated in your name or on your behalf, so usually your party or organisation. In the form, the sponsor is also called “commissioning party”. As the sponsor, you provide the information completely and correctly, report changes promptly and are liable for the accuracy of your information (Art. 7). If someone else pays for the ad or the sponsor is controlled by another entity, the form has separate fields for this.

The political advertising publisher is whoever publishes, delivers or disseminates the ad, for example a publishing house or an online platform (Art. 3, point 13). The publisher must ensure that the label and the transparency notice are complete (Art. 11 and 12), keep the notice (Art. 12(4)), place online ads in the European repository (Art. 13) and offer a reporting mechanism (Art. 15). If you publish your ad yourself, the publisher can also be your own party or organisation.

It is best to set out the roles in writing with your agency, printer or platform (Art. 6(2)). If in doubt, ask your legal adviser.

The abbreviation stands for “verantwortlich im Sinne des Presserechts” (responsible under press law). It refers to the person who is responsible for the content of the ad. In the form, you enter their name and address (mandatory field). Both appear on the label images and in the label text and can therefore be retrieved publicly on the notice page. This information comes from German law, not from the EU Regulation.

Targeting means that an ad is directed, using personal data, only at certain people or groups, or that certain people or groups are excluded from it, for example by age, place of residence or interests (Art. 3, point 11). In addition there are ad-delivery techniques: automated optimisations based on personal data that increase reach or visibility and can result in the ad being shown only to certain people or groups (Art. 3, point 12).

If either of the two was used, tick “Yes” on the targeting question in the form. The form then asks for the additional information (Art. 12(1), point (l), and Art. 19) and a confirmation under Art. 18.

Targeting online is only allowed under strict conditions: the data must have been collected from the data subjects themselves, they must have given explicit consent, separately for political advertising, and no special categories of personal data (for example on health or religion) may be used for profiling (Art. 18(1)). It is also prohibited for persons who are known with reasonable certainty to be at least one year under the voting age (Art. 18(2)). This tool does not check whether your targeting is permitted. If in doubt, clarify this with your legal adviser or your data protection officer.

As long as the ad is published, the notice must be easy to find and up to date (Art. 12(3)). After that, the political advertising publisher must keep it, together with all changes, for seven years after the ad was last published (Art. 12(4)). In the test environment we cannot give any guarantee for this.

That depends on where the ad appears. The obligation falls on the political advertising publisher, that is, the body that publishes, delivers or disseminates the ad on the internet. Very large online platforms and very large online search engines place political ads in their own ad repository and enable access via the European repository (Art. 13(2)). Other publishers must place the ad and the information under Art. 12(1) in the European repository no later than 72 hours after its first publication (Art. 13(4)). If you publish your ad online yourself, this obligation can therefore also lie with you.

The European repository is established by the European Commission (Art. 13(1)). The form has an optional field for the repository link. It appears in the notice if you enter it, and it can only be entered once the ad is in the repository. In the test environment, this tool does not place ads in the repository. If in doubt, have a lawyer clarify who is responsible in your case.

Frequently asked questions: the tool

The tool creates a separate transparency notice with its own QR code for each entry. For several ads, you therefore fill in the form several times. If the ads belong to one campaign, tick “The advertisement is part of a political advertising campaign”.

The tool creates the notice, label and images in the language of the page on which you fill in the form: German on the German page, English on the English page (language switch at the top right). If your ad is in another language, the transparency notice must be available in that language (Art. 12(3)). In that case, please provide the translation yourself.

We store your entries so far on the server and show you a link. You use this link to carry on later. Keep it safe, because without it you can no longer get to the draft. Anyone who knows the link can see your saved details, so do not pass it on. A draft is not yet a notice: neither a public page nor a QR code is created. Drafts are deleted automatically after about 30 days.

Check your spam folder first. Everything is also on the page that appears after the click. We send a maximum of 10 emails per address per day. If this limit is reached or sending does not work, the confirmation says so.

To protect against misuse, a maximum of 10 submissions per hour is possible from one internet connection. Please wait an hour and try again.

The transparency notice must stay up to date for the whole period in which the ad is published (Art. 12(3)). If your details change, you must report this promptly as the sponsor (Art. 7(3)) and correct obvious errors without delay (Art. 7(4)). If incorrect or missing information cannot be corrected quickly, the ad must not be disseminated any further (Art. 12(2)).

In the test environment there is no edit function for this yet. Please write to us at sponsio@gipfelstuermer-agentur.de, give the link of the notice and tell us what is changing. We enter the change, and the public page then shows it, including the images and the text to copy. QR code and short link stay the same. Images you have already downloaded and the email do not change: after a change, download the images again and replace old posters and ads. We cannot promise fixed response times in the test environment. If a notice is to be removed entirely, please also write to us. We will then check whether the retention obligation prevents this.

Report errors in a transparency notice by email to sponsio@gipfelstuermer-agentur.de. Please give the link of the notice, briefly describe what is wrong or unlawful, and state your name and email address. We confirm receipt, review your report and tell you the result.

However, you report a political ad that you consider non-compliant via the reporting mechanism that the sponsor has stated in its notice under “How to notify possibly non-compliant political advertisements” (Art. 15).

Your details are stored on this website’s server. The transparency notice can be retrieved by anyone without logging in, including the name, email address and postal address of the sponsor. The same applies to the controlling and the paying entity and to the controllers for targeting, if you state them, and to your free-text entries. The V.i.S.d.P. details also appear on the images and in the label text. The email address for link and QR code, the contact person and the ad creative are not published.

Further details are in the privacy policy. During the free trial you can enter your real details.

Legal basis

  • Regulation (EU) 2024/900 on the transparency and targeting of political advertising (abbreviated “TTPA”). It has applied since 10 October 2025. The key provisions are Art. 5 (conditions in the last three months before an election), Art. 11 (labelling), Art. 12 (transparency notice), Art. 13 (European repository), Art. 15 (reporting mechanism) and Art. 18 and 19 (targeting).
  • Implementing Regulation (EU) 2025/1410 lays down the format (Annex I), the templates for the label and the transparency notice (Annex II) and the technical specifications for the transparency notice (Annex III).
  • Implementing Regulation (EU) 2026/818 governs, among other things, the data structure for the European repository for online political advertisements.

Note: This tool helps you capture the required information and use it to create the label and the transparency notice. It does not replace legal advice and does not check whether your details are correct in substance. You, or your organisation, are responsible for the details you enter. Further obligations remain with you: if you advertise through an agency, printer, publishing house or platform, you must declare there that it is political advertising. In the last three months before an election or referendum, you must also declare that you meet the conditions under Art. 5(2) of the Regulation (Art. 7(1)). Your details must reach the service provider completely, correctly and without undue delay (Art. 7(2) and (3)).
